Supply and demand...once there is a demand for the herb there will always be someone there trying to supply it....and these days there are copious amounts of musical and celluloid endorsements for ganja...definite factors in people's(especially young people) decision to experiment and use maijuana...the old stigmas against weed are virtually non-existent these days....
Yuh know the sayin tief from tief does make God smile?....well police probin' police must have Him rollin with laughter!.....it is akin to asking all criminals to report to the police station nearest to them for the purposes of giving written confessions and details of their crimes....right now you might quicker see aerial swine (no pun intended)....
The police man wit de hos sound like he had the best day EVER in law enforcement though....as a matter of fact I can't recall ever having a work day anywhere near as enjoyable, or even hearing of anyone who had a day like that at the 'office'....a day at the beach with a box chicken and the boxes of four chickenheads...aah, I can just imagine it now... the sound of the waves caressing the beach, hos frolicking midst the surf and cuisine ala K.F.dead...mmm, mmm, mmm finger licking good...
No wonder man movin ganja with impunity...
